About the versioning, this setting is mainly done for GWT only. Because GWT uses cache, this parameter helps you to force the cache of GWT to refresh and start a new crawling with fresh stats. In order to take it effect you have to submit the new URL in GWT, of course only if needed, for example if you notice that stats are not refreshed in GWT.

In this case i would suggest to submit a new sitemap version, wait for a couple of days for Google to index it, then eventually remove the old one.
