this is your fault. The server is blocking the Google Bot when accessing sitemap URL.

Using a bot simulator you can check the message with the HTTP 403 status code.

Ensure to remove all blocks for Google otherwise your website won't be accessed and crawled.
Also i think to remember that you had similar problems in the past for other websites and we exchanged dozens of emails. Last notice: support is normally one domain per each license.
