Hi,

it's not a problem related to JSitemap itself.
Probably a database or server issue, the table #__users is a Joomla core table and is not involved in JSitemap at all.

Report this to the hosting provider, ref: https://stackoverflow.com/questions/36467298/mysql-table-my-table-was-not-locked-with-lock-tables
