I am unable to public chat in the chatroom to users that are not my friends in jomsocial.

Hello,

if you refer to public chat messages, check the mode you have enabled the JomSocial integration in chat settings.
If the only friends parameter is set to yes, the chat stream is filtered using JomSocial friendship, in this case disable the option.
