Anyone built a plugin for Joomla 3.6.5 that enables the FastClick library for mobile devices? Get rid of the 300ms delay? I don't see mention of FastClick in documentation or forum here.

No, we've not developed such a plugin nor i'm aware if it exists for Joomla somewhere.
Having the meta tag <meta name="viewport" content="width=device-width, initial-scale=1" /> disable the delay on Chrome.
