If you remove the parent item there are no redirects, redirects should be applied if you move that item into another menu parent.

Well removing the parent item is like moving an item to another menu parent. It's just that the parent is the root menu item. So I don't know why it shouldn't work in this particular case.

If you delete a parent menu item in Joomla even the child items are deleted and everything is lost.

We're not talking about the same thing. Please have a look at the screenshot attached. The problem occurs when you changed the parent menu item to "root". I'm not deleting anything here.
When you switched the parent item to root, the redirect does not apply.

This must work with the latest version 1.2.3 and the parameter 'Redirect menu changes' enabled.
