It's a module, Joomla uses access levels to chose which groups is able to see it or not to see it. We are talking of the module in your screenshot right?

Another thing is the component that is accessible under the Joomla menu. The ACL access for the component is ruled by the permissions in the component configuration.

On one side you have a module, on another side you have a component. One ACL is used for the module, another ACL for the component.
