That's the standard behavior, because all the chat application normally is based on the Joomla session. When users close the browser Joomla closes the session and restart a new one on next login.

As an alternative you can set audio on/off globally in the chat configuration, otheriwse you need a custom solution based on persistent data saved into Joomla database per each single users, to remember preferences.
