On my tablet i can see the close tab over the decomp. chat, but on my laptop it is gone, see attachment.

In the attachment the chat is closed. When you open the sidebar you should see the close tab.

When it is open there is no close tab, not on tablet and not on laptop. Only on tablet when i minimize it.

Attachment is from laptop.

For close tab i mean the button to minimize tab.
If you mean remove completely the bar there is no such button.

It's the tooltip showed when you hover the button to minimize the sidebar.
The close chat bar indeed means minimize it not remove completely.
