most probably this is the case: https://storejextensions.org/forum/view/14-responsivizer/3806-re-unable-to-use-device-emulator.html

You can also check if you have installed the extension GTranslate, if so that's probably the cause of this issue. You can temporary disable it when working on Responsivizer.
